Liz O Man who controls our purse strings is giving us great value for money
Watching him in the Dail chamber, outlining without emotion the background to the emergency Bill to liquidate the remains of Anglo and Irish Nationwide in the form of IBRC, one could only marvel at the resilience and trademark doggedness of the man. He filled up the TV screen in a reassuring way. We are lucky to have him as Minister for Finance in these troubled times.
He has a great turn of phrase and a razorsharp wit. His remarks on Greece and feta cheese raised a few eyebrows, but were classic Noonan. When commenting on Irish society's relatively passive response to austerity, he reportedly said that the Irish are not like the Greeks, "setting fire to cars".
His Limerick background and accent are very familiar to me, having grown up there. He taught English in the Crescent College. Unsurprisingly, he was master of the putdown. He is great fodder for the Oliver Callan School of political satire. He has a steady gaze, which in Limerick is called 'doggy wise'. You wouldn't cross him. This is not just down to his seniority. He has a gravitas derived from experience in several ministries, including Justice, Industry and Commerce, and Health.
His steadiness was in marked contrast to the panic on the opposition benches, with the exception of Michael McGrath of Fianna Fail, whose speech was thoughtful and politically astute.
In fairness to the Opposition, the rush to get the Bill through did ride coachandhorses through Dail procedure and the rules of the House. That, however, is the way with all emergency legislation.
The Ceann Chomhairle had his work cut out trying to control the baying deputies. Watching the proceedings live brought back memories of past drama, of collapsing governments and of tortuous sessions in the peace negotiations in Stormont buildings, famously titled "punishment meetings" by Mark Durkan of the SDLP.
The fact that the deal was not tied up on the promissory note until the following day looked highrisk. The reality, however, was that the Government had prepared the ground well. Irish diplomats and Central Bank Governor Patrick Honohan had worked tirelessly over many months. Looking back, Pat Rabbitte's controversial quip that Ireland would not be paying the 3.1bn in March was perhaps a prediction of what was to come.
By any measure, the last week was gruelling politics. It started with a deepening horsemeat scandal. A lukewarm apology to the Magdalene women by the Taoiseach caused consternation and coalition tensions. A leak propelled the Government to rush through emergency legislation so as to do the debt deal in a 24hour period. Before the ink was dry, the Taoiseach was back to Brussels for marathon allnight discussions on the EU Budget.
THE Irish Presidency places enormous pressure on our civil servants and politicians alike. Enda Kenny, Michael Noonan and Brendan Howlin must be living on adrenaline to sustain a phenomenal work rate. The deal on bank debt is the culmination of months of hard political and diplomatic slog; huge credit is due to all concerned. For once, the bestlaid plans have delivered an outcome for the Government which will not only reduce the burden of debt by 1bn in the short term,[url=http://www.sport.fr/economie/airmax.html]air max pas cher[/url], but will hopefully put the country on a path to full economic recovery. Ministers, however, cannot deviate from the objective of fixing the unsustainable gap between government spending and revenues.
At a Dublin Chamber gathering of business leaders on Thursday evening in Dublin, there was a palpable feeling of positivity and relief. For critics to bang on about burdening grandchildren is churlish. And of course, there was, as always, room for humour. As one wag quipped at the dinner: "What have our grandchildren ever done for us?"
